Del Puerto Health Care District remains fully committed to the first phase of the Healthcare Campus, but the anticipated release of the Project Manager RFP and Contractor RFQ—previously expected this Friday—is being strategically adjusted to early 2027 to align with completion of the CEQA process and Environmental Impact Review, with construction now anticipated to begin in August 2028.
Project Schedule Update: Healthcare Campus Phase 1 Procurement
Del Puerto Health Care District remains fully committed to advancing the first phase of the Healthcare Campus, including the Del Puerto Ambulance and Administration Center and the Combined Clinic. These facilities continue to represent the District’s highest near-term priorities because they directly support emergency medical response, behavioral health access, rural primary care, and long-term healthcare infrastructure for Patterson and the west side of Stanislaus County.
The District is adjusting the anticipated release schedule for the Project Manager RFP and Contractor RFQ by approximately six to seven months (e.g., December 2026). As a result, the anticipated start of construction is expected to move from approximately February 2027 to approximately August 2028.
This strategic timing adjustment is driven by two responsible project-readiness factors:
First, the District is continuing to refine the project’s financial strategy in response to current capital market conditions, updated cost estimates, grant requirements, and long-term debt capacity. The District’s goal is to bring the project to market with a financing plan that is realistic, sustainable, and aligned with public-sector accountability.
Second, the District is proceeding through the CEQA process, including Environmental Impact Report requirements, to ensure the project is appropriately evaluated, documented, and positioned for successful entitlement and construction. Completing this work before procurement will provide bidders with a clearer project framework, reduce uncertainty, and support a more efficient selection and delivery process.
While the procurement timeline is shifting, the project itself is not being placed on hold. The additional time will be used to strengthen the project foundation, advance environmental review, confirm funding and phasing assumptions, and prepare a more complete and reliable procurement package. This should benefit future proposer teams by providing better information, clearer expectations, and a more stable path from selection into design, preconstruction, and construction.
The Healthcare Campus remains a transformational project for Patterson. The District’s master planning work identifies the campus as a long-term, patient-centered healthcare environment intended to serve a rapidly growing population across Patterson, Westley, Grayson, Vernalis, Crows Landing, and surrounding areas of western Stanislaus County. The first phase continues to prioritize the Combined Clinic and DPAC as critical early investments in local healthcare access, emergency response capacity, and behavioral health services.
DPHCD appreciates the continued interest of design, construction, and project management firms. The District believes this schedule adjustment will ultimately result in a stronger procurement, a better-defined project, and a more successful partnership with the selected teams. Firms interested in the project are encouraged to remain engaged, monitor future District updates, and prepare for a highly meaningful public healthcare project with lasting community impact.
